The important distinction: issued documents and uploaded files
The first thing to check is where the document appears in your account. DigiLocker’s own FAQ separates the account into an Issued Documents section and DigiLocker Drive.
### An issued document comes from the issuer’s source
An issued document is an electronic record made available by an integrated department, agency or other authorised issuer. In DigiLocker, these records appear as document URIs, or links, from the issuer’s source. The platform says issuer-provided documents are available in a digitally verifiable format, and its security documentation says issuers digitally sign issued documents with Digital Signature Certificates. This is the category to look for when a college, public-service office or another participant asks for an official DigiLocker record. It is connected to the organisation responsible for issuing it, rather than simply being a scan stored on a phone. An issuer must participate, have the relevant record available and match the search details. [1]
### DigiLocker Drive is personal storage, not issuer authentication
DigiLocker Drive contains files that the account holder uploads. These can be shared and labelled, which can be useful for keeping a copy of a paper certificate or a document from a non-participating source in one place. [1]
But a self-uploaded file is not thereby turned into an issuer-provided document. DigiLocker’s partner FAQ is explicit: self-uploaded documents are not issued or verified by an authorised issuer through the platform and do not constitute authenticated electronic records issued through DigiLocker. This is why a scan that looks genuine and an issued record should not be described as the same thing. If a receiving organisation specifically asks for an issued DigiLocker document or uses its own verification route, use that route rather than assuming an uploaded PDF will meet the requirement.
How to look for an eligible official record
Start at the official DigiLocker website or its official app-store links. After registration and the identity steps the platform asks for, use Browse Documents to find participating issuers and request an eligible record using the details shown on screen. DigiLocker says that if an integrated department has issued a document to you, the resulting URI appears in Issued Documents. [1] [3]
A practical approach is:
Name the document and issuer. Look for the authority responsible for the record, such as a transport database, education board or university, rather than assuming every similarly named document is supplied by one source.
Enter details exactly as requested. A document number, roll number, registration number, year or name mismatch can affect whether a record is found. Do not guess or repeatedly submit someone else’s details.
Check the result’s location. For an official record, look in Issued Documents and note the issuer shown. A file in Drive remains a personal upload.
Read the receiving organisation’s instructions. It may ask you to share through a specified DigiLocker journey, present the document in a particular way, or complete a separate application step.
If no issued document appears, that does not automatically mean that the original document is invalid or that the account is defective. The issuer may not offer that record through DigiLocker, the details may not match, or the issuer’s data may need correction. What consent-based sharing means in practice
DigiLocker describes sharing as a citizen-controlled step: before authorising access, review the requester, purpose and information needed. That gives a useful pause point. Before proceeding, check these basics:
Is the requester the organisation you intended to deal with?
Does the stated purpose fit the task, such as an admission, service request or document check?
Is the document you selected in Issued Documents or in Drive?
Does the receiving organisation say it accepts that route for this exact task?
Do not treat a URI, screenshot or forwarded file as a universal substitute for the recipient’s process. A URI identifies the issuer’s record; the sharing flow and the organisation’s verification procedure determine what it can use. Examples in India: useful, but always conditional
DigiLocker names driving licences, vehicle registration certificates, certificates and marksheets among its document examples. Read these as records available from participating issuers where retrievable, not as records automatically available to everyone. [1] [3]
### A driving licence or vehicle registration certificate
The Ministry of Road Transport and Highways says DigiLocker can pull driving-licence or registration-certificate details from VAHAN electronically. Its standard operating procedure covers validation by authorised transport or police officials, including the QR-code process it describes. [7]
This transport guidance is narrow: it does not mean every licence screenshot is verified or establish a rule for all document types. Follow the current instructions for the specific interaction.
### A marksheet, degree or certificate
A student may find a marksheet or certificate from a participating board or institution in Issued Documents. Before sharing, confirm the recipient’s current procedure; it may need a particular document, year or application reference. Issuer-provided digital documents are used electronically as equivalent to originals under the applicable framework, but acceptance and the remaining process can still be organisation-specific. ### A government application
Some public or private service journeys may request records through a connected DigiLocker process. That can be more direct than uploading a photocopy, but it is not an eligibility decision. A successful document share does not establish that a person qualifies for a scheme, receives a benefit, has completed an application or will receive a service. Read the responsible department’s current requirements separately.
What “verified” can and cannot mean
For an issued document, “verified” is best understood as a question of source and process. The record originates with an authorised issuer, is digitally signed according to DigiLocker’s security description, and can be checked through a supported recipient or verifier workflow with consent where required. It does not mean that DigiLocker has decided every fact a third party cares about. A university, transport authority, employer or service provider may still apply its own process.
The same caution applies to legal-status language. DigiLocker’s terms say documents issued or shared through the service are legally equivalent to physical originals under the cited Digital Locker Rules, and the Information Technology Act recognises electronic records when they are accessible for later reference. Yet issuer requirements, recipient procedures and context remain relevant. It cannot guarantee that every historical record is digitised, every issuer is integrated, a record will match your details, or every organisation accepts the same route.
